Answer..." No, The stream you see is the combination of Prop pushing water away and the normal Discharge Water.
The vessel is controlled by Props and rudder only..

regarding the CG rescue boats...I dont know much about their righting
mechanisms, but in one of the videos from that site, one boat is seen
surfing a wave (literally playing on the waveface) and then it goes over.
A strong jet of water is seen on the starboard side...I assume the jets are
integral to gaining a righting moment?
