I used 3 rings, with each end joint staggered 180 degrees from the last.  I can't remember what thickness I used - this will depend on your shaft and packing cup diameter.  To determine the thickness I needed, I unscrewed the cup and stuck a piece of gum (a highly specialized type, I think it was Dentyne Cinnamon) slightly into the gap between the cup and gap, withdrew it and measured.

I did all of this in the water, and didn't sink once.  Have a rag handy to cram into the open gap.

I would be skeptical of any packing that touts itself as completely dripless.  However, with the Gore, I have it adjusted for zero drip when not under power, and about a drip per minute under power.  If you have it tightened to be drip free, check the shaft temperature after some motoring and make sure you are not burning up the packing.
