I interpret the question to be - Can one prevent water from entering the boat, while removing and redoing the packing without hauling out the boat.
 
I friend, who works for a salvage group used "STUFF" to fill holes in boats, staples and inflates garbage bags to hulls to float them, etc.
 
Can one pack something between the propeller shaft and the hole in the boat to keep the water from coming into the boat? Will "STUFF" work?  Then replace the packing. Then cut the "STUFF" away?

Or is there an elastomer that can be used the same way, and that would be a lot easier to remove?
