catalina27-talk: Two fuel related questions

I have two lubber questions:

First, what keeps weather/water from entering the breathing vent for the fuel tank on i/b C-27's?  Is there a flap or does it soley depend on the downward facing vent holes to do the job?

Second, when you empty fuel/water from the bottom of a water separating fuel filter do you have to bleed the lines/filter again or does the vacuum from the escaping fuel/water pull fuel into the filter?

P>S> The Weather Report for Sarturday on the Chesapeake looks nice...a bit warm...but nice.  Several boats from Fleet 19 are planning on plying the waters of the Bay just outside of Middle River in the afternoon.  We will be monitoring ch 78 if anyone is up that way.
