"Powercleats" are for lines that don't require winches. Halyards always require winches. So.. .

As for the question below, Harken (and others) makes fiddle blocks with attached cam cleats; you can make up three and four part purchases that trim a mainshet without the need of a winch; pretty standard on c-27s; see e.g. p.868 of the '06 West catalog.
