All C270s and C28MKII are IB so we'd have to compare to a C27 IB.

Northern California PHRF rates the C27 IB and the C270 IB the same at 204
with the C28-2 at 192.

PHRF of Southern California is very sloppy on keeping their base rates
designations meaningful. For example there is now no listing for a C27 OB
however a there is a C270 listed as a 192 but in the decades prior to the
release of the C270 this was understood to be C27 OB listed as C270. 

I have discussed the So Cal rating with the only C270 owner racing there at
the time and he reported he was kick'n ass at 192 using tri-radial Mylar
sails so I dropped trying to clear up the discrepancies. 

PHRF ratings are all based on projected top speed but that's never the full
story. Although somewhat non-traditional PHRF of Southern California
includes a performance factor which allows grouping of boats acceleration.
It really tells the story a short course or shifty conditions.
