It's a steel plate rudder and skeg with a Kort nozzle surrounding the IB prop, from a cold-molded boat built up in Sitka, Alaska. It gives you the idea, anyway; it would be a little harder on a C-27 because we don't have the supporting structure already in place. The 'chutes' just above and below the prop's centerline are apparently to guide propwash over the trim tab aft of the rudder; this boat uses both a pilothouse with a small wheel and an autopilot to run the trim tab, whilst the rudder itself is controlled by a big tiller in the cockpit.
