Haviing sailed on a Cat rig I found it can point to wind very well I think the 
problem for a sloop is the cut in the jib. I sail on the othe side of the bay 
from Judy (Oyster Point) and for me the wind is almost always from the West, so 
whenever I am heading in I'll be sailing to wind. after I experianced " in case 
something happens" which means my nephew in his quest to keep clutter out of 
the cockpit decided the lines would be out of the way by haging them overboard 
and one of the lines got caught in the prop. Yes I know I shoud have been more 
dilligent and checked for such things. Any way I tried to sail in almost made 
it until the Starboard fairlead broke and I was real close too! But unforunatly 
for us it seems our boats don't seem to sail to wind well under jib alone but 
sailing under the foresail is not uncomon when it's choppy this moves the drive 
forward and smooths out the ride alot of off shore is under for sail when it is 
too choppy so you wont ge too sick from hobby horsing.

In my gut, I agree with you.  The boats I've sailed under jib without mainsail 
wouldn't sail higher than a close reach.  
 
In my head, I agree too.   I'd be amazed if the boat can tack tighter than 120 
degrees under headsail only.  But I could change my mind if I saw it with my 
own eyes or somebody got some real data.
 
(From a technical standpoint, it's almost impossible for a mono-sail vessel to 
point as high as a sloop.There's a phenomenon called "upwash":  the existance 
of a mainsail causes the airflow in front of the foresail to shift so there's a 
lift.   In other words, without a mainsail, the jib is (relatively speaking) 
"headed".  For more info, google "upwash jib" and/or "arvel gentry")
 
But real-world measurements on a C27 would trump theory and comparison.  Some 
compass readings and/or gps trail would do it for me.
