Jim Bernstorf.....I wonder if that is the "foil" part of a system that the 
previous owner had and left as part of a roller furling system??  Maybe he took 
the furler bail off and left the "foils' on ??   Are they aluminum, about one 
inch plus wide, and about 3/8 inch thick, and run nearly all the way up the 
forestay?  I have what I describe on my C27 TR as obviously part of a furling 
system by Harken.
