This sounds like a reasonable compromise to me.  I'd say for simplicity, 
just open a link to all of them.  It'll also be easier to manage in the 
long run.  After all, 1.2 and 2.0 will be legacy too, right? ;-)

"Legacy Releases" can either expand down to two more levels, or simply 
open a page listing all of them.
