It's not so much about whether you have sub-interfaces or not but whether you have PIM adjacencies on a multi-access interface. If all your spokes are on point-to-point sub-interfaces, you don't need it. If you have multiple PIM adjacencies on a physical frame-relay (NBMA) or a multipoint subinterface, then you use it on whichever interface is being used for multicast.
