My understanding: Policing will drop excess traffic and Shaping will queuing excess traffic. So only benefit to use policing over shaping is when we are dealing with RTP/Voice/Video/UDP traffics, because if these traffics arrive late, they are useless. All other case shaping is better because at least these traffics will queue up
