Hey Nhan, I think your understanding is basically right in that policing will 
drop excess traffic normally and shaping will average the rate out to the speed 
you specify over time.  As far as which one to use when, I would look for 
specific key words in the task and make sure you read it very carefully.

For instance if it states that http should get NO MORE THAN 512k that is likely 
policing.  If it specifically asks you to shape, anything about peak shaping, 
average shaping, etc you want to shape.

My understanding:
 
Policing will drop excess traffic and Shaping will queuing excess traffic.
So only benefit to use policing over shaping is when we are dealing with 
RTP/Voice/Video/UDP traffics, because if these traffics arrive late, they are 
useless.  All other case shaping is better because at least these traffics will 
queue up
