This sounds like a broken Microsoft Installer (.msi) package. Try
uninstalling PuTTY Connection Manager, and re-installing.

If it's really busted, you could use a utility like 'msizap' to, well,
'zap' it. You'll need to do some research into how to use this
utility.

package and what you're seeing is the Microsoft Installer service
trying to repair what it thinks is a broken installation]
