I am a little confused on this one, but I'm pretty sure I understand HSRP.
The task is to assign a sub interface to R5, R6 and R7 with the network of
7.65.0.x.  The interface address would have the fourth octet as the router
number (I.E. 5, 6, 7).

According to 7.3, the R5 should have a priority of 110 AND should be the
active HSRP speaker.  The next bullet point says that in the event of a
failure and recovery the router with the highest IP address will always
become the speaker.  Since the task is to set the standby group up on R5 and
R6, the latter would have the higher IP address.  So it seems to me that the
second and third bullet in 7.3 contradict one another.
