If you shutdown the port then you are telling the ASA not to use it
therefore It doesn't consider it a fail

Hi 

 

If I shuthown a monitored physical interface, the active ASA doesn't
swtich over to standby. 

Shutdown also brings the communication down, hence it should also be
considered as reason to trigger the failover.
