I haven't tested peer with 12.4(24)T2. It was in other versions. They wouldn't synchronize even after 30 minutes or so. You could try to specify the NTP version on each side. Possibly they are choosing a different version. I just replaced peer instead of server on the client. But the ntp broadcast option didn't work for me.
