That's correct. Even though without the ntp master, the router sends the broadcast, the update will not have an authority time source. I just observed this using wireshark.
NTP clients with synchronize only, if there is a proper ntp authority. Hence the router that is sending the broadcast should either have ntp master which makes itself to synchronize with itself (127.127.1.1) or it should be sync some other ntp master using ntp source.
