This might be a port from the 15 mainline but I have never seen these
commands supported on a router.  It is always possible that I have missed it
but I don't think so.

 

Anyone have a 15 Mainline router that could check to see if these commands
appear in there?

Those are commands for the catalyst switches.  They are not router commands.

I am using the following image:

Cisco IOS Software, 2800 Software (C2800NM-ADVENTERPRISEK9-M), Version
12.4(15)T13

All RMON interface commands are not present in the router.

rmon collection history controlEntry integer [owner ownername] [buckets
bucket-number] [interval seconds]
rmon collection host controlEntry integer [owner ownername]
rmon collection matrix controlEntry integer [owner ownername]

The global commands are not present:

rmon hc-alarms
rmon queuesize

  alarm             Configure an RMON alarm

  alarm             Configure an RMON alarm
