It is not case sensitive.  To verify it create a crypto pki certificate map.
Try to enter the information in upper case and you will notice the
information will be shown in all lower case.  although the information in
the Cert may be upper case the certificate map will recognize it regardless.
At least this is my reasoning as to why I think it is not case sensitive.

Can't say for sure for IOS routers, but I would assume that it is case
insensitive, as the same certificates are also used on the internet to
verify the dns hostname against the server name. And DNS is (fortunately)
case insensitive.

 

so my feeling is that it is case insensitve..
