Just to clarify you are wanting the Windows server to be the master? Why not
point the server and the network gear to the public time servers. Like

Hi All,
I have add issues with the newer Cisco code synchronizing with a Windows 2008
server. I know the newer Cisco IOS code is more RFC compliant. Has anyone
worked around this with a Windows master NTP server. Or any windows NTP server
software that is recommended?
