The command used to be ip sla monitor.  In newer versions of code it is now
just ip sla.

That's bcos you didn't configure the sla 1 completely
 
router1(config)#ip sla 1
router1(config-ip-sla)#icmp-echo 10.20.30.40
router1(config)#ip sla schedule 1 start-time now

The syntax has changed.

The format is similar to that off ASA's now. 

Configure 

ip sla <n>
ip sla schedule <n> 
track <n> rtr <m> reachability
