Thanks Piotr, I was starting to think the same after just reading and better understanding the DMVPN phases thanks to this link http://blog.ine.com/2008/12/23/dmvpn-phase-3/ that was earlier sent to me by TacACK.
Before then, I answered IPsec site-to-site in a hub-and-spoke layout with optional spoke-to-spoke forming a semi-mesh. But thinking about it, that configuration is not very scalable should the network grow, or for ease of configuration. So it cant be the appropriate answer. Does anyone else differ from the "DMVPN Phase 1" answer and why ?
