John, you're saying traditional IPsec site-to-site in hub and spoke right without any semi-mesh at all, so that all traffic to remote spokes traverses the hub right ?
DMVPN Phase 1 does meet that goal too and I believe the configuration is easier too. But the question never mentioned anything about ease of configuration, so thats why I posted this question coz I was confused about which answer would be correct.
