Do a "show ver" on both 2600's and verify if the Flash is in Read-Only mode.

Thanks everyone.  I got it to work on a different router.  I am not sure why it 
does not work on R1 for me but I could get it to work on R4.  Both routers are 
2600 routers.

That command works for me.

I assume key is exportable?

The error message suggests (to me anyway) there is something wrong with the 
destination 'Error: failed to open file.', does the filesystem exist? (dir 
flash:) and does it have any free space? Can you copy other things to flash 
(copy run flash:test.cfg) Can you format it with the IOS (format flash: , 
assuming you don't have anything important on there)?
