Well - as you know - I am no expert in this area - but I am going to say that 
Loose and Strict is what Cisco is thinking here, classically. I would think 
that VRF is not a mode, more of a configuration option.

if asked what mode does uRPF work in, would listing VRF mode be expected along 
with Loose mode and Strict mode,  or just Loose mode and Strict mode.
