I am not able to find the "excess-burst" keyword which should be the answer.
I think, it should be configured as following police rate 32000 burst 6000 peak-burst 12000 Peak-burst is the excess burst to be used when we specify PIR. . I guess, since we don't specify PIR, IOS will consider peak-burst as the excess burst itself.
