I spent months to get an answer for this query.

You need to use open SSL or a similar tool to convert the classic HEX form
to modulus/length/modulus. IPS sensor has that built-in.

With Puttygen, you will see modulus/length/modulus form generated for sshv1
and classic HEX form with sshv2.
