I spent months to get an answer for this query.

You need to use open SSL or a similar tool to convert the classic HEX form
to modulus/length/modulus. IPS sensor has that built-in.

With Puttygen, you will see modulus/length/modulus form generated for sshv1
and classic HEX form with sshv2.

The IPS itself has this function built internally since when we add the
Known Host Keys, it can convert to the specified format.
