Are the NTP client and server times roughly similiar before you configured
NTP? NTP can take a while to synchronised if the original times of the two
devices are far apart. Doing a manual clock set to get their times closer
can speed up of the synchronisation process considerably.

My conifguration which is currently working on a GNS based 3725 also adds
the "key" arguement to the server command on the client like this

ntp server **server_ip** key **key_id**

See if adding the key helps you.
