The rate that I found in a solution (it was Lab 16, task 6.3) is set to 1000. 
And apparently it is a minimal option that IOS knows about.
It has always been a big confusion for me with Bc and Be values for different 
scenario.
My notes that I compiled a while ago show different values.

For MQC single rate-policing Bc = (CIR/8) * 0.25, Be = (CIR/8) * 0.3
If it is not mentioned than Bc=Be.

Alternatively we do CAR rate-limiting Bc=(CIR/8)*1.5, Be=2Bc.
I don't think that we have to memorize these calculations at all otherwise it 
would be crazy. I rely on the task saying something
"ensure the burst size is large enough to accommodate normal and excess burst 
durations of 200 ms and 300 ms at a rate of 128 Kbps"

police <> and police cir <> commands do the same thing. Infact, the IOS adds 
the cir keyword when I enter  police <> commands.

police rate <> commands are used for control-plane policing
