I would say that if you don't see any v3 topic as retired that makes this
exam easier - because you have already know this and you don't have to
revise it while studying for v4 exam ;-)

Of course I'm joking a little bit right now. I know what you mean. I
haven't started studying for v4 yet, but I am also a little bit surprised
to see topics like CBAC on the checklist. That's why I said I was expecting
an update of those documents. They were created on May and maybe that time
someone didn't pay attention to the details.

But all in all I wouldn't worry - I know from my experience that if
something can't be found in IPExpert's workbook, you won't have it during
the lab. So just wait for IPExpert's v4 workbooks and you'll know the scope
of the material :-)
