It's missing on 12.4(5c).

I'm digging around on Cisco's site on this one....It's a pain in the neck 
when they do this (pull a feature) due to security issues when folks can 
simply turn it off when it's not needed.

You can use the router as an FTP server:

Think they took this out in newer IOSes but it works on 12.4(5b).
