You are on the right track. One of the parameters in get reporting statistic (if my memory serves correctly) should give you the number of users in queue. What value are you getting in your variable? What are you doing afterwards to make sure there is max only one caller in the queue?
I don't have the proper version of CRS Editor installed to look at the exact answer. This is a good, practical question because customers want to know if more than x people are in queue, play a prompt that says "due to heavy call volume, expected wait times will be longer than usual".
