From an economic standpoint I'd say do R&S first. All other things being equal, the preparation for voice is more expensive no matter how you slice it (unless you happen to have everything on hand). R&S has more resources out there for preparation too. The workbooks are cheaper. The lab rentals are cheaper. Also as the numbers show the voice lab is harder to pass. The breadth of skills is greater in Voice. R&S is an IOS only test. Voice has IOS, Servers, phones, IPCC scripting etc.

However if you enjoy a challenge then go for Voice. If you have what it takes to be a CCIE Voice I think becoming a R&S CCIE will be that much easier for you later on.
