Bill. I just reproduced your issue in a working CUPC installation I have. Go into the CUP Admin and check: Application > Cisco Unified Personal Communicator > Settings. Are there any TFTP servers configured? (primary and backup, sub/pub). Also check the Proxy Listener to be the Cisco Proxy TCP Listener.
