It is actually dependent on the version of firmware on the 7921G.  From the
release notes (
http://www.cisco.com/en/US/docs/voice_ip_comm/cuipph/7925g/firmware/1_3_2/english/release/notes/792x_132.html#wp223099),1.3(1)
and earlier requires network-eap, while 1.3(2) and later requires open eap.
 This has to do with the authentication algorithm used for the EAP
connection on a Cisco autonomous AP.
