Let me preface this with the fact that this is a complete guess.  But, it is
based on the nature of infrastructure versus client multicast modes for the
workgroup-bridge.

The "mobile station" command is used to allow workgroup bridges to scan for
and roam to another access point before losing its previous association.
With the infrastructure mode, if the WGB doesn't send an acknowldgement that
it received a multicast or broadcast packet, the transmitting AP retransmits
the frame.

So, let's imagine a scenario where a WGB in "mobile station" mode is moving
between root APs.  The AP that it had been connected to doesn't yet sense
that the AP is no longer associated.  So, it sends a multicast/broadcast
frame.  Since the WGB is no longer associated, it won't send an
acknowledgement that it received the frame.  Thus, the AP will continue to
retransmit until it reaches the max retransmit value for the frame.  Until
then, it is using RF unnecessarily, potentially degrading the performance of
other devices in its area.
