Blake, That's weird. I have/had contacted some of these clowns in past just to get idea who is behind this & mostly they want to sell their workbooks to you & make money. Guys are based in Mumbai India (& can be tracked via methods i won't disclose here but cisco legal should know how to track if i know) & they operate 6-7 websites (a different website for each ccie track). I know even the guy's name & CCIE number & i have informed cisco Legal team about it with proof of his chat/emails but they neither blocked/punished him nor did anything to at least stop his business to the least. & one of founders of those CCIE material selling website has passed his 3rd CCIE 2 weeks back (2 CCIE's in 6 months time).
I don't think Cisco Legal is listening. At least, i haven't seen them. Tracking these clowns to an actual name is very much doable but if Cisco itself turns a blind eye , then what can we do.
