Hi, original project maintainer here! You're right, SRL makes the assumption that you are working with the most up-to-date code. Very early versions took the checked-out version's revision number, but that behaviour was changed, although I can't recall exactly why that was changed.
On a side note, I'm no longer involved with CC.NET at work very much - we're migrating to TFS, and I just don't have the time to keep things up-to-date.
