Hi

you probably have the service and the console running at the same time :
one usage of each socket address (protocol/network address/port) is
normally permitted

or it could be that you ran the service/console with a bad config, and it
crashed,
but the port is not set free (yet)

Normally the port is freed again after a few minutes, or after a reboot
