I noticed this happens when a process started by CCNet is still running after 
CCNet stops.  If you can identify and kill those zombie child processes, you 
should be able to re-start CCNet.

or it could be that you ran the service/console with a bad config, and it 
crashed,
but the port is not set free (yet)

Normally the port is freed again after a few minutes, or after a reboot
