Yes for sure. Look at the equation for an arbitrary rotation matrix (e.g. see http://en.wikipedia.org/wiki/Coordinate_rotation#Three_dimensions). The off-diagonal elements contain the term sin(theta) which is zero for theta = 180. Then the matrix becomes symmetric.
