In this procedure, redundancy can only be maximum 2 in the second scaling step ((0=both I+ and I- unobserved, 1=either I+ or I- unobserved, 2=both I+ and I- observed) for each reflection).

This test is OK but not the most sensitive or the easiest to interpret.
I would suggest you run it through either XPREP, SHELXC or xtriage
(http://www.phenix-online.org/tutorials/text/xtriage.html) instead.
