Thallium bromide/iodide crystals can find use as IR optics components. So whoever works with unusual optics, may have some in stock. I used http://www.americanelements.com/tlbr.html a long while ago. Please note that Thallium compounds are extremely nasty (among other wodnerful effects, it can cause complete hair loss). Most of them are readily absorbed via skin, inhalation, etc. I personally would rather work with Hg than Tl. If you absolutely must, I'd try soaking Tl compounds at 1 mM for 0.5-1 hour, then slowly increase dosage.
