There are several sources.

You can often get them from the manufacturer of your miniprep kit (the catalog # is written on the side of the bag they come in within the kit). Many times, they don't list in their catalog that they will sell it separately, but you can call and get them to give you a price and such. This also goes for the individual bottles of reagent that come in the kit (useful when somebody knocks a bottle over). I have found that the bulk of the price of the miniprep kit is in the spin columns, so you won't save much money getting spin columns from, say, Qiagen.

For third party manufacturers we have used the tubes from UPrep (http://www.uprepusers.com/) and they have worked fine.

I've also seen the tubes (from a different third party manufacturer) advertised on eBay, but can't speak to their quality.
