At least I have the binaries and make returns without errors:

jr-blotter 62 $ pwd
/users/jr/src/cdesktopenv-code/cde/programs/dtcm
jr-blotter 64 $ find . -type f -executable
./server/rpc.cmsd
./dtcm/dtcm_lookup
./dtcm/dtcm_insert
./dtcm/dtcm_delete
./dtcm/dtcm
./dtcm/dtcm_editor

I haven't installed it yet, though.
