That's not quite right. UTF-8 is a superset of ISO10646 plus some
additional specifications.
Unless you use Hebrew or Arabic, ISO10646 compliant fonts should work fine.

As long as LANG is set to C, all other LC_* can be set to whatever you
like. Be prepared to see some X11 font related errors in Motif
applications, though, i.e.:
Warning: Missing charsets in String to FontSet conversion
Warning: Cannot convert string "-dt-interface
system-medium-r-normal-m*-*-*-*-*-*-*-*-*" to type FontSet.
