Next time better do you homework and do some research before ranting.

Latest stable release: June 2013
Latest maintainer patches: Nov 2014 (maybe later, it's been a while since I
last pulled the code)
Latest 3rd-party patches: October 20, 2015 (Oracle)

Doesn't look very much like an outdated or unmaintained project to me.
As a side note: AIX 5L 5.3 (the last one of the AIX 5 line) was released
in late 2004.
Methinks your claim about ksh being outdated since AIX 5 is a bit far-fetched.
