Sorry, I posted this late last night... But on further inspection, I'd
say your CPP problem is the main issue.

If that's missing, then it would definitely explain the ksh issue, and a
whole bunch of other errors you are likely to run into.

Still, you may also need the UTF-8 versions of the locales as well.
